For those enchantments that require upkeep, you can track those which were casted on your party members through the upkeep bar.

What about those which does not require an upkeep
ie: casted a protective spirit on party member 1. Its duration is pretty long
and the cooldown is 5 sec VS a 19sec duration and sometimes energy is wasted on casting it on someone who already has it.
another problem will be guardian , if I cast it on myself , I can recast when I see it blinking . But... if its on a party member , I'll have to do a 4 sec count and recast.Sometimes , the pace gets too frentic to do this kinda stuff.

Is there a way to track these enchantments w/o having some sort of mega-memory ?

As a Monk myself the only way I can track such enchantments is to get the person who is enchanted to Ctrl click the enchantment when it starts blinking, that way it serves as a reminder to recast it for them, and if I'm out of energy and can not do so, I Ctrl click my Energy bar, which seves as a warning to them that heals will be slow from now on.
